Chapter One: Introduction
1.1 Background of the Study
Public service delivery in Nigeria, particularly in rural and semi-urban areas, often faces significant challenges that are shaped by geopolitical boundaries. These boundaries determine the extent to which local governments can access resources, execute policies, and engage in service delivery to their citizens. In Akko Local Government Area (LGA), Gombe State, the geographical boundaries define the political and administrative structure that governs resource allocation, infrastructure development, and public service distribution. The effectiveness of service delivery in Akko is influenced by factors such as local governance, intergovernmental coordination, and the allocation of state and federal resources (Bello & Usman, 2024). These issues are further complicated by ethnic and political divisions, which can lead to disparities in the distribution of services across communities.
The study of geopolitical boundaries in Akko LGA is crucial for understanding the structural and administrative factors that influence public service delivery. These boundaries often define the scope of governance and determine the relationship between the local government, state authorities, and federal institutions. For instance, public services such as healthcare, education, and road infrastructure can be unevenly distributed if there is political competition or mismanagement of resources based on these boundaries (Jibrin & Saidu, 2023). Understanding the impact of geopolitical boundaries on public service delivery is important for improving governance structures and ensuring equitable access to services for all citizens in Akko.

The scope of this study is limited to Akko LGA in Gombe State. The study will focus on key public services such as healthcare, education, and infrastructure. Limitations include the potential difficulty in obtaining accurate and up-to-date data from local government agencies and possible biases in government reports. Additionally, the study is limited by time constraints and may not cover all aspects of public service delivery in the region.
